SCALE is a European initiative aiming to accelerate the large-scale rollout of cooperative intelligent transport services (C-ITS) across more than 2,500 km of road networks in the Spanish pilot, integrating up to 28 use cases within diverse urban and interurban contexts.

The Basque Country pilot focuses on the roadways of Gipuzkoa and Bizkaia and the city of Bilbao.

The project brings together national and regional traffic authorities, road operators, technology providers, research centers, universities, and municipalities, within a collaborative governance framework aligned with national priorities and the EU C-ITS strategies (including the C-Roads platform).

During its first year, SCALE has defined the system’s technical architecture, interoperability specifications, integration guides, and a roadmap for progressive service deployment. The project also addresses the functional validation and interoperability testing of emerging use cases, with a scalability plan for future extension.

  • Deploy and expand C-ITS infrastructures across the TEN-T network and key urban areas, leveraging a hybrid approach that combines ITS-G5 and C-V2X technologies.
  • Implement and validate up to 28 prioritized C-ITS use cases, based on road typology, traffic volume, safety risks, and technological maturity.
  • Ensure service interoperability and standardization in line with the European C-ITS framework and the C-Roads platform.
  • Develop methodologies for authorizing prototype usage in real-world environments, ensuring technical compliance and high security levels.
  • Measure impacts on road safety, traffic efficiency, sustainability, and acceptance by users and operators.

The European SCALE consortium is made up of 36 members. The Spanish pilot is coordinated by the Directorate-General for Traffic (DGT) as global coordinator, and CTAG as technical coordinator.
